Just want to do a double check that I am interpreting something correctly, if a stratagem targets a unit "In your army" then the current location of that unit doesn't matter. It can be in a transport or in reserves and it still works because the rules glossary defines your "Army" as any unit on your roster.

For example can you target a unit of Reivers that are in deep strike (via grav chutes) with the Terror Troops stratagem even though they aren't yet deployed on the table?

For embarked units, it explicitly states that you cannot target them with stratagem.

I couldn't find such a limitation for reinforcement units.

It depends on the wording of the stratagem. Some say something like play this on a unit which is on the battlefield. If there isnt anything similar you can play it on a unit which is not on the table.

What if the unit in reserve is only in reserve via a drop pod? Where it isn't on the table is it technically actually embarked on the drop pod? or does it not actually count as embarked until it hits the table?

TLDR can I use stratagems on units in reserve in drop pods?

You cannot use stratagems on units which are embarked on transports. See core rules, section TRANSPORTS.

Units cannot normally do anything or be affected in any way while they are embarked. Unless specifically stated, other units’ abilities have no effect on units while they are embarked, and Stratagems cannot be used to affect units while they are embarked.

Yeah I get that part of it, I guess I'm just fuzzy on whether or not a unit not set up on the table is actually counts as embarked anywhere if the transport isn't on the table. More of a how does the nebulous void of not being on the table treat units caught in that nebulous void and I didn't know if there was some sort of weird interaction where if neither unit was on the table if it still technically counted as being embarked or not.

It is embarked as you're explicitly told in the rules it is embarked.

When you place a Transport into reserves, you are required to note which units are embarked in that transport. So they are 100% embarked in the Transport that is in reserves. Also, you generally cannot use stratagems on units that are not on the board. So unless the stratagem says you can, the point is moot.
