For example, Deffkoptas has the ability Swoopin' Down :

"During deployment, you can set up this unit high in the skies instead of setting it up on the battlefield. If you do so, then in the Reinforcements step of one of your Movement phases you can set up this unit anywhere on the battlefield that is more than 9" away from any enemy models."

Can i deploy them by the end of my movement phase on round 1?
or does it follow the Strategic Reserves rule?

Check the rules for the Mission Pack you are using. Most mission packs published by GW forbid deployment of any Reserves units during Round 1.
