With Deploy Teleport Homer does the action fail if the unit is shot at or charged while waiting for the next command phase?

Nope. An Action fails if the unit "is destroyed, makes a Normal Move (not sure how it would), Advances, Falls Back, attempts to manifest a Psychic Power, performs a Heroic Intervention, or makes any any attacks with ranged weapons..."

So if you shoot the Action fails (unless you have a Strat/ability that allows it), but getting shot at is not an issue (assuming you survive). You can't charge, but if you get charged you can fight back.

All you have to do is fire three rounds a minute, and stand

Some strats and such let you make an additional normal move, or a normal move outside the normal turn sequence, so specifying that making a Normal Move causes the action to fail covers for that loophole
