So my group and I have started our narrative campaign. Friday after our games I got 5RP for winning three games. I talked about adding Cryptek and boosting my PL by 5 a few times. They told me we aren't increasing our power level of the army till after everybody plays. So our army to choose from is 50PL and 1000 points and we are currently playing 25PL battles. They said add relics to your sergeant in your units. Necrons don't have sergeant so if my group isn't allowing what my rules say what can I do. So what do I spend RP on if I can't add Crypteks or boost my PL level to have extra troops to choose from?

This is really making me not want to play this narrative campaign. These guys are going to load up on relics and warlord traits.

Is this a Crusade?

When you can increase your rosters PL, will that just happen?Or will you need to spend RP to do it?
So you can't add models to existing units.
Can you increase your rosters PL/add new units in order to expand your options the next time you muster your 25pl army?

Yes it is a Crusade.
Yep PL increase will just happen. I don't know their take on adding models to a unit. At 25PL that will cut down what I can field.
They have said no to increasing Roster PL and you can add a unit if you get lose one on the roster.

You can pay RP to increase your roster limit and add units, but games could still be played at 50 PL.

So if you add, say, 25 PL of stuff, that is 25 PL of flexibility - you can shift and change what you bring to each 50PL game.

This is how crusade is intended to function, even outside of campaigns. For example, my Eldar (who have participated in a crusade campaign for a while) are challenged to Crusade by a new player who only has 50PL and the starting RP. I can only bring 50PL out of my like 115power roster, but it is an opportunity to have some less-experienced units earn XP (for example)

First of all, I suggest giving the crusade rules good read. A lot of things you write about sound like misunderstandings about the rules both on your and their side. While RP feel a bit abundant for the first few games, eventually you will really be spending them. Make sure to save one or two for later, so you can get upgrade for those units you really want to improve.

That said, your opponent's can't just go and give their sergeants relics, as you are only allowed to use the relic requisition when a unit is added to the rooster or when it levels up and only for characters.
I also believe that all those "sergeant gets a relic" stratagems cannot be used in crusade - all stratagems that allow you to get relics are banned.

In addition, necrons have quite good faction specific requisitions. For example once your lord has the ranked up to "bloodied", you could expand your rooster by 5 PL for 1 RP to make room for your cryptek, then use Cunning Avisors for 1 RP on him to level up immediately and another 1 RP to give him an arcana. That should put on equal footing with those relic loaden space marines.
You can also spend RP to get a weapon upgrade for vehicles.

So heads up, there is plenty of stuff you can do.

7 Ork facts people always get wrong:

I miss read the relics part. The group isn't allowing the PL buy in this campaign. They are going off the goonhammer campaign stuff. I wanted to have a few crypteks to change a little from battle to battle, but not being able to buy PL hurts.
So the stratagems for sergeant relics you can't use. I need to pass that on to them.
