What I'm not clear on is this.

All codex's state you can deepstrike, summon, etc... and have no limitations on when you can do it. I seem to recall 8th edition allowed demons on turn 1, but no other type of deepstriking was allowed due to FAQs. There do not appear to be any FAQs for summoning at all and unless I missed it. And its not mentioned the 9th edition rules either. So it appears to me that summoning is allowed on turn 1, but only because The Daemons codex gives the rules for summoning, and inside the rules it says after summoned they are treated like reinforcements.

Check the mission you're playing to see if turn 1 reinforcements are allowed. For example:

In Grand Tournament 2021 missions, Strategic
Reserve and Reinforcement units can never
arrive on the battlefield in the first battle round.
