The stratagem reads:

Use this Stratagem in your Movement phase, when an ADEPTUS ASTARTES INFANTRY unit from your army makes a Normal Move. Until the end of the turn, that unit is considered to have Remained Stationary.

Does that mean that as per the summer FAQ this has become a fall-back-and-shoot stratagem for space marine infantry?

Any advice would be appreciated!

I think so. The first bullet of the FAQ regarding Rules that Count as Staying Stationary states that "Such rules, if they apply in the Shooting phase, mean that a unit is eligible to shoot even if it has Advanced or Fallen Back this turn."

Cancel my last - the Stratagem requires you to make a Normal Move. So if you Fall Back you cannot employ the Stratagem.

What are you talking about ? Please quote the relevant FAQ.

Could be mistaken, but a fallback move is not a normal move. You would not be able to play this stratagem if you fall back, if that is the case because you did not perform a normal move with that unit.

blaktoof has it. Falling Back is not a Normal Move, thus you cannot use the stratagem.

Fall Back is not a Normal Move, so the answer to OP’s question is “no”.
