A badly structured sentence there. I would read it as two, not three, since the two is referring to bolt pistols rather than two Skyclaws plus the Skyclaw Pack Leader. After all, since there can only be one Skyclaw Pack Leader there is no reason for it to be a plural (Leaders' not Leader's) if it isn't being included with the Skyclaw(s). Contrast that with:
