I've been thinking about getting some barbed wire to base my Veteran Guardsmen with, but I'm not sure which would be the better scale. There's 20mm and 30mm versions... I lean towards the latter, but GW minis seem to be somewhere in between.
Any advice?

GW has used the 28mm Heroic scale for the longest time, however recently has possibly started moving to 32mm with the new Primaris. All IG are still in 28mm at this time.

In the end, whichever you feel looks best to you. Get both and try them each if you want. Not all barbed and razor wire are the same, and would likely be even more so in the far flung future with numerous races and even potential variation within races, like different Forge Worlds having different STC combined with possible other production since it's a very low tech fortification.

I use the army painter barbed wire with success both on new 40k CSM and some titanicus terrain(albeit is more of an impression of barbedwire at that scale).
