It could be a primer issue, what do you use?
A) Are you washing the plastic before priming? It does make a difference, washing up liquid is your friend!
B) Primers are sometimes shiny in finish, making it harder for any paint to grip, i.e no 'key'. True for both brush on and spray primers.
C) Make sure that the paint is well shaken, as some paints are very thin and have very poor grip on primers.
D) Is there enough primer on the model? It's one thing not obscuring detail with a thin coat but an extra coat of primer so that the paint has enough to grip to is worth it. Besides, unless you absolutely cover the model in solid primer it's debateable how much detail you'll actually lose.
