Can an infantry unit embark an aircraft transport when the aircraft has moved less than its minimum move to get the unit wholly within 3” so long as the aircraft finishes its move after the unit embarked?

For example an infantry unit finishes its move. An aircraft with a minimum movement of 20” travels 10” to get to the unit, the unit embarks the aircraft, then the aircraft finishes its movement above the minimum movement requirement.

You cannot move less than the minimal move of the aircraft. Moving 10", stop, then move another 10" is not allowed. Every unit can only be moved once per movement phase. If you move your aircraft it must be 20". Unless a special rule says otherwise.

The stuff about minimum movement distances isn't relevant. What you're talking about is this:
1. Transport starts its movement, and then pauses it.
2. Some other unit embarks the transport.
3. The transport continues its movement.

THAT is not allowed by the rules. Transports do NOT work that way.
