If I buy the Landspeeder Storm it comes with some scouts. Can I use those scouts to build a scout unit? Or parts of one?

Not a whole unit, some of them are are posed in ways that would look very weird outside of the craft.

They are mono posed, so you'll have to add in some terrain to make them look right, such as low broken pillar from the terrain kits; a pin underneath their butt and they're good to go like my Valhallan tank riders here:
