I know there is a lot of threads and posts online about this, but some of it seems contradictory. Can anyone tell me if I wanted tom use Necromunda weapons and arms in 40K conversions, would the scale be too out?

They're exactly the same scale.

Goliath are as big as primaris marines, anything else is like ork boyz, battle sisters, guardsmen, kabalite warriors, etc.. escher look slightly taller than usual scale but most of their models wear heels and/or stand on some sort of tiptoe position, and their weapons match the sizes of all the other factions' weapons.
