How does the relic "Laurels of Command" interact with the new way Orders work after the Balance Dataslate?

The way I read it, is, that you can issue two commands to a single unit (on a successul Laurel's roll) + the same orders affect a second unit nearby.

Both orders affect as many units as qualify. It isn't one extra unit , it's all units that you choose

If you fail the 4+, can you roll for the second order on a different unit (among the group chosen)?

And if you get the second order, you're saying that ALSO applies to every unit nearby (And not just the unit that passed)?

Yes, because it's an order that has been given, and any eligible order can now be given to all eligible units

But are those units eligible, since afaik a unit can only (typically) benefit from one order per turn

This is one of those interesting moments where old rules try and mesh with new rules

Laurels is basically the exception to the standard voice of command

It would imply that if you succeeded on the 4 plus on the original unit that got the order then it would count as that unit receiving two orders which then applies to everyone around them

so in a way Laurels of command still works as it's intended, but it's range and scope has just basically changed to make it bigger

Going by the rules above, the Officer issues the first command to multiple units. Each time the Officer issues an order to a unit within 6" of itself, it may roll a dice and give an additional order to that unit if it rolls a 4+.

Thus, each unit issued the first order that is within 6" of the Officer with Laurels of Command will have a d6 rolled for it. On a 4+ that unit will have a second order issued to it. If those orders are from the list of orders that can be issued to multiple units, it can be issued to additional units within 6" of the target unit that have no already received an order this turn.

A unit can only receive a second order if it is within 6" of the Officer with Laurels of Command and the dice roll for that specific unit is successful (aka 4+). Just being within 6" of a unit that received 2 orders via Laurels of Command is not enough.
