To summarise his list with the changes he wrote in the comments

Tier 1 - 'stealer Cult; Harlequins; Custodies; Kommandoes; Pathfinders
Tier 2 - Veteran Guard; Hunter Clade; Warpcoven; Novitiate, 'Nids
Tier 3 - Grey Knights; CSM; SoB; Demons; Dark Eldar
Tier 4 - Tau; Forge World; Orks; Necrons; Kroot; Guard; Death Guard; Thousand Sons;
Tier 5 - Marines; Eldar; Deathwatch

I would do it slightly differently.
(Add Scions/Scions&Guard; Kroot to tier 3, Knock pure Guard to tier 5; Deathwatch to Tier 4)

Anyway, do you think there should be any sort of team balancing?

I think there should be some straight team changes and also some measures to help poor teams in tourneys/Campaigns.

For balancing separate thread for Eldar and Marines.

For multiple mission balancing (Tourneys/Campaigns) I would have one that helps poor teams/players. Essentially for every match you lose you get an EP, the third match you lose you get a CP instead.

If the teams weren't altered I would give Eldar and extra CP and Marines an extra EP.

Why are GSC on top?!? I've played them extensively and always thought they sucked.

Their objective play is excellent with their ploys. They also get to be glass cannons that can hide well with cult ambush and into the shadows.

If you want you can burn 3 CP turn one.

Underground (to get objective, sometimes that lead can't be made up by the enemy).
Cult Ambush - lets get 'em lads
Lying in wait - activate two models. Maybe rushing an enemy who has gotten too close. Or popping off a krak grenade and mining laser.

After reading through their ploys and stuff I was sort of like "wtf" after playing Kroot. They have the exact same ploy for flipping first turn orders as the Kroot which I thought is the only real super good ploy the Kroot have. Only the genestealers have a far better spread of good models with access to powerful weapons. The only way my Kroot get things done is by attrition or staying in cover constantly and lucky shots from my Krootox or when I can manage to get my Krootox in melee to splay something. It seems kind of messed up that they sort of get two of the best ploys from astra militarum and kroot along with better melee guys and access to some really weird punchy weapons.
