What do you all use as a librarian consul in your armies? Trying to write up an army list for my new imp fist army so I have a list of things to buy, and I want to make sure whatever I add has a suitable model available.

Librarians didn't have Pyschic Hoods during the Crusade and Heresy so you could use any model in Heresy-Era armour with a power weapon to represent one.
I used a Mk3 body with the FW resin Mk4 Vox operator helmet, an outstretched hand as if it were casting and a fancy power sword to make mine.

Not to say you can't make your Librarians however you like, but Librarians *did* actually have psychic hoods, or, at the very least, some did. The model of Tylos Rubio has a psychic hood, and his entry on Lexicanum (take as you will) specifically states that he surrendered his force sword and psychic hood when made to obey the outcome of the Council of Nikea, and was given it back after joining Malcador's Knights Errant.

Whether the Ultramarines were unique in having psychic hoods I can't tell, but I'd personally say that most Librarians pre-Nikea had psychic hoods, and that it all depends on how soon after the Heresy your army is set, how well supplied, and how eager they were to use Librarians that influences how likely your Librarian might have one.

I'm more saying they don't have them because they aren't part of the wargear whereas they were for 6th and 7th Ed Marines when HH first came out.
A lot of the HH background is also very muddled when it comes to what is and is not a thing during the period. Rubio does have a Psychic Hood but neither Ahriman nor Amon have them. It's not a given thing and with the haphazard reintroduction of the Librarians to the Legions during the Heresy, giving the Psykers any Hoods they may have had might not have been an option or deliberately left out in order to give them a power boost.

6th and 7th Ed Space Marine Librarians had Psychic Hoods but Heresy Librarians never did. In fact prior to the outbreak of the Heresy proper only two Legions maintained a true Librarius, the White Scars with their Stormseers and the Thousand Sons with their entire Legion. All other Legions sent the Librarians back into the ranks and took away their equipment. Tylos Rubio was given his Hood back by Malcador but he is the exception in the HH game.

The Alpha legion and space wolves also ignored the edict. Alpha legion because they decided they were above it and the wolves because they won't accept their priests are psykers in the traditional sense.

Also, in the books some.librarians have hoods and some dont. And in V2 of the game the psychic hood is a purchasable option. So model your librarians however you like

Until the news rules are released that say Librarians have Psychic Hoods, it's not a requirement, which is what the OP was wanting to know.

This. IIRC lore wise, phsyker hoods were not really made until after HH, because during the HH, psyker powers werereally only utilized by the dark angels and tsons, and DA did not use it NEARLY as much as Tsons did obviously.
And it was not until the nikien creed was tossed out the window that more research really went into pyskers and the development of the hood.

Completely wrong. All legions used them, even these that marginalized and despised their librarius (there are mentions of World Eater and Death Guard librarians having them in their books). Magnus even made a specialized psychic hood for dreadnoughts, that's the whole reason Osiron class Dreadnought is a thing in HH (and funnily enough, wholesale adoption of said hoods by BA is the fluff reason why they have psychic dreads in 40K, they built so many of them they still have multiple working examples in M41).

Virtually the only legions that didn't use them during HH were wolfyiffs (due to being stupid about warp and believing it doesn't apply to them) and TSons (also due to being stupid about warp and believing it doesn't apply to them, though for different reason - they believed familiars worked better then hoods only to be in for a surprise when that bit them in the arse suddenly). Even so, you can argue their whole armour functioned as a sort of hood because in HH books, it's described as covered in psychic glyphs and crystals similar to these found in hoods on the inside (and in any case, HH Ahriman model sports something that very much looks like artificer hood so even TSon hood absence is not really that fluffy).

Not adding the hood is iffy for another reason too - leaks notwithstanding, it's simple common courtesy for your opponent to be able to identify your models at a glance. A dude with power sword can be zillion different things. Dude with hood and force sword doesn't need any explanation at all.

Even ignoring the fact multiple models do in fact have them, you might want to take a look at psyarkana table. It has a number of experimental devices being further development of psychic hoods (if not always specifically named so, the term was solidified later) that can be in some instances even given to non-psykers. So wrong again, if you so wish you can slap what would be called 'hood' in 40K (some even have hilariously similar rules to specific relic hoods suggesting they are one and the same under 10.000 years of ornamentation) on every single IC. 'Never' you say?
