Like , for the enemy npcs

Equipment (stuff like modern D20 weapons and vehicles)

Playing out the actual scarenerio and shootouts

is there a modern based military rpg better for urban combat with a wide extensive weapon system

I'd avoid D&D (even d20) like the plague for modern combat.

Levels and hit points don't interact with guns in a happy fashion. Even in d20 modern, it was quickly apparent that shooting someone with a gun was just a 'So what?' maneuver as levels ticked up. What you needed for people were anti-tank weapons (and even then, you get to the point where people can soak a LAW rocket to the face)

I have a fair amount of nostalgia for Twilight 2000 (though character creation was something of a bear).

Older (2nd or 3rd edition) Shadowrun can work for modern, just toss out the magic and cyberpunk bits- guns actually feel dangerous, and there are a lot of weapon profiles between the basic book and whatever the weapon supplement at the time was.

This game looks more set for cyberpunk

are there any homebrews for modern urban civil war types that would be like the irish troubles or Chechnya or Bosnia ?

Twilight 2000 has a new edition coming out. (maybe out already?) Includes some survival elements with a modern military where both sides have kind of forgotten what they are fighting about. But thats just the fluff. Transplant the rules into a active combat with small units/militias acting on their own across the continental USA and there is your second civil war.

Yes, shadowrun is Cyberpunk, but if you strip it down to the core combat mechanics with firearms, it would do the trick.

Now, if you want, "survival" mini-systems then SR would not help.

I've not played Modern War (the game in the link), but the author has some great medium- to low-crunch games under his belt.

It's based on the Traveller ruleset, so it handles geared-up infantry and vehicles well. Your characters come into play with a detailed career behind them.

Cyberpunk 2020 minus the, er, cyberpunk elements has a great system for modern fire fights. You'll be designing a lot of the gear yourself though, as the game is 30+ years old at this point. Gun combat is fast and brutal.

Savage Worlds may have something too.

GURPs will have a ton of info, but probably far more than you need.

I've heard of this game and yes people on /tg/ have suggested both gurps and cyberpunk 2020 I've also heard savage worlds is good for what I need

World of Darkness has pretty decent rules for shooters, and is D10 based.

They did a generic Real World armoury book too, so that’s a big old chunk of your work done for you - even if you want to tweak some of them you feel aren’t quite right.

It could work well, lack of cybernetics helps pull in the worst excesses of superhuman characters.

Ideally the character creation needs a little GM control to create 'real people' rather than terminators, and xp awards should be generous or characters never advance. It does also suffer from 'three round burst to the head' as a default action (which incidentally does 30+ damage with a 'light' assault rifle in a game where characters have 12 hitpoints :p ).

The game is very clear about shooting first, using cover, and running away if the odds are against you, and needs a group who want that type of game.
