unit is eligible to shoot even if it has Advanced or Fallen Back
this turn.

Does Mont'Ka therefore allow me to Fall Back and shoot? My gut is telling me yes, but I thought I'd query this as it makes Kauyon a bit obsolete.

No, units only count as Remained Stationary if they made a Normal Move or Advanced, they don’t count as Remained Stationary if they Fell Back.
