I was going to kitbash some Astra militum building/bunker things and was looking into using model train buildings to do so. From what I've read online there seems to be some split decision

HO is smaller than 28mm scale and O is larger. Which is better to use for buildings? I was planning on them being just the facades so there's no need to worry about the interior. I have HO buildings of my own, but I don't own any Astra Militum units (planning to start my collection once 9th is out) or O scale buildings to help compare.

(I've read that S scale is very close but it's expensive and hard to find usually)

I know different scales are used for infantry and armor. I was picturing some cadian shock troopers in the scene and am not worried about vehicles too badly.

25mm are 1:72
S is 1:64
28mm are 1:60

to me HO look too small
others are fine with it

You're better off with O or S gauge stuff - over HO or OO. Both of the latter are too small for 28mm stuff.

Agreed, O or S is your best bet. HO (or, literally, "Half O") scale is far too small for 28mm-35mm figures.

IIRC 28mm is 1/54 scale, 1/48 stuff usually looks right.
