Yeah the hydration paper should be wet, but not have standing water on top, if it’s not wet then it’s not transferring water from the sponge to the paint. How people setup their pallet seems to be different for each person so try a few methods until you get one that works for you.
Put a blob of paint on the pallet and take paint from the middle of the blob, the paper will stop that blob drying out by putting water into the bottom of the blob as the water already in the paint evaporates. I think.
To thin your paint spread it from that blob over the paper. As the paper is wet the more you spread your paint the thinner it will become, so you can create a 2 thin coats consistency or a glaze/wash consistency.
Thing is, wet pallet takes practice to use peel, I still struggle and gave up on it for a while.
Make sure you are on a level surface so you don’t get pooling of water in one corner of the pallet.
