I`ve been out of 40k since 7th edition dropped.
Considering testing some 40k again now, but I can hardly claim to have followed the game much over the last three editions.

Made up a 1000pts list to test the game again, with IG. Holy moly power creep batman! These guys look insane. Free upgrades for everyone, 5 wound IG heroes, lots of special weapons even for troop squads, S10 D6 hunter killers, insane buff possibilities and special rules for everyone!

Guessing everyone else are also buffed to this level. Please tell me if it will work out alright in this age. Feels like this is an insane level of firepower for 1000pts, with plenty of bodies too. I`ve maybe leant a bit much into anti-tank / MEQ here?

A few notes:

Vehicles are pretty fragile in this edition. Depending on your local meta it may not be as efficient to take so many anti vehicle weapons as opposed to a more plasma/anti medium to heavy infantry.

Check out the Relic that Kasrkin can carry "THE BARBICANT’S KEY". Having your Kasrkin receive Take Aim or FRSR before teleporting in front of a key enemy unit is fantastic!

Also remember, you pick a regiment trait for your entire army. Born Soldiers is the default. DKK troops are considered OK but Cadian Shock Troops are seen as the best.

Tank Commander with GATEKEEPER Relic is also a great choice.

FYI: double special weapons is a typo and will almost certainly be fixed in the first FAQ, it's meant to be a limit of no more than one of each special weapon to match the box contents.

Your main issue is that you have very little damage projection. You have some ok firepower up close but other than the two lascannons and an ineffective mortar squad you have nothing that can effectively reach out past 12". You're going to take a lot of damage in the early turns without being able to reply and that means losing most of your games. Guard in 9th are primarily a tank faction, with LRBTs providing the major offensive threat and infantry focusing on screening and scoring VP. You'll need to bring at least a couple of LRBTs (Gatekeeper relic and executioners) at 1000 points, and at least 3-5 as you expand to 2000.

Maybe something like this then:
Armoured Superiority, Hierloom weapons (it works on flamers too from what I see?)
- industrial efficiency is maybe a better choice than hierloom for armor heavy lists?

Fast -
2x Armoured sentinel, plasma cannon, HK
1x Scout sentinel, heavy flamer

Heavy -
Leman Russ, executioner, lascannon, heavy flamer sponsons, dozer blade

I like your second list. It is reminiscent of what I like to run at 1.5k and I think it will perform well at 1k.

On your list I agree on barbicants key and yes trophy hunters is allowed and dual plasma for now too although expect a faq possibly on both.

Considerations..
You would really benefit from master tactician to keep those russes alive. I personally never skip these types of traits. This game is too lethal to lose in the deployment phase.

Lack of range on orders. This limits your deployment and potentially makes your kasrkin an easier target and much more tame than those with born and a cmd squad.
Not sure the cmd squad is the better choice but I'd at least tinker with the idea.
Dropping the HKs and one sponsons gets you a cmd squad. That opens up some warlord trait builds and lets you play wider.. better chance of hiding and still ordering the kasrkin. At worst this would add 2 more plasma to your list or 1 plus the banner at the expense of other upgrades.

The Kasrkin have the teleport relic. They start deployed behind a LOS blocking ruin with the officer, receive their orders in the command phase, and teleport to their target in the movement phase. The extra range on a command squad is redundant here.

I am aware of how to use them I play multiple units multiple times a week. But in actual games depending on terrain no master vox can still be problematic because typically you want to fit as many units as possible out of los. Not having more than 6" on orders will limit deployment options, for some unit or another.

Master vox sounds good. Also looks like the tank commander can't be the warlord if the castellan is in the list, so it fixes that issue as well if I bring the command squad instead.
