I was perusing my Guard codex and read the rules Commissars.  First of all, it seems like they aren't independant characters and second of all from what I can tell they don't increase the officer's leadership for units testing on it within his command bubble.  I was always under the impression that this was the case (after reading it in some sort of F.A.Q., I think) can anyone clarify these points for me?

Also, I'm still confounded by the lasguns on the Chimeara.  Can I only use three at a time, rapid firing up to 12'' on the move at a side target?  Or is it possible to add them to the forward fire from all of the other weapons?

You are correct about commissars (or any advisors) not being independant characters. The commissar does increase the Ld of the officer for the bubble as well (per the online FAQ). This may raise another question though. The FAQ states that special rules aren't conveyed down the vox. Some may think that the commissar Ld bonus is a special rule and would argue that the officer's adjusted Ld is not conveyed down the vox. Of course, so few people use the vox it probably won't come up!

You could theoretically use all 6 lasguns on the chimera, but it is unlikely as LOS must be traced from the mounts to the target. Since only 3 are on a side you will proabably only get to use 3. This is explained on Page 64 BGB. The section "Infantry Firing From Vehicles" actually specifically mentions the chimera lasguns as being exempt in fact.
