When starting a new warband it says a hero gets x amount of experiance when he starts, does this mean I make all my rolls to see what trait increases he gets before my first game, or does he just start with that experiance and I don't get any rolls for traits until he levels up through gaining experiance through gaming.

It's just a starting amount. You don't make any advancement rolls until you start playing and gaining game experience.
