The space marine codex (previous one) states that assault marines -may- remove their backpacks and cost 15pts instead of 25.

My question is the fluff behind this.

What would be the use of rapid moving marines, trained for CC to walk into combat when they can fly into it?

This ability just seems like another way to get an extra marine 'slot' and still get CC options, but it still seems just unreasonable to do this.

Space Hulk assaults might require CC-armed marines to deploy in tight areas where there's no room to use a jump pack.

I always thought SHs were taken on by terminators then followed by tac marines.
Anything else or is that it?

They could be like unto the Space Wolves, and distrust certain types of technology. Maybe their geneseed causes them to get airsick... Can you imagine puking in one of those helmets?

As a rule of thumb, the designers do not hide "easter eggs" in the rules. If clever reading is required to unlock some sort of hidden option, then it is most likely the result of wishful thinking.

Jetpack fuel servitors were left at base.

Fighting on a high-gravity planet where the jetpacks are not powerful enough but the marines can still move using power armour.

Fighting on a low-gravity moon where the jetpacks are powerful enough to boost a marine into orbit.

Fighting in jungles or caves where there isn't room to fly.

Someone lost the key to the Jetpack storeroom.

The Techpriests have requisitioned all the Jetpacks to rip parts for repairing Land Raider engines.

Throughout history, soldiers have been diverted from their proper duties and required to act as infantry due to various dire situations.

Jet Packs are gravity based tools though, not actual "Jet Packs". So a planets gravity should have no affect on it's use.

But other reasons listed are good.

The fluff does indeed support this.

COD pg. 59

I'm a blood angel player. I use 1-2 assault squads sans jump packs. I prefer my assault units to stay close to my tac units and not get seperated. The black rage gives a nice movement boost and I save pts to be spent elsewhere.

As far as losing the packs to get inside a building, that's what the Vindicator Linebreaker squadron is for.
