Can't speak for other countries, but here's how it woks in the US.
Available to independents, but they are limited and a splash release. Meaning that with Trade Sales only getting a certain allocation, each sales rep also gets so many, and must split them up amongst his stores. In many cases this means that on a very limited item, a store might get only one, like was the case with the Gamers Edition for fantasy on the first week, or the imperial city box that came with Cities of Death included. It's a good chance that they also limit the amount that go out to stores offering large discounts through mailorder, vs ones selling for full price to local customers.

So, If you want them, trot down to your LGS and put in a pre order so the poor guy behind the counter has some clue on how many 450.00 boxes of space marines he needs to order.
