Eldrad's staff allows for the use of a third psychic power in a turn, even if the power has previously been used. If a player is attempting to utilize the staff for two "shooting powers" in the shooting phase (Mind War), does this allow Eldrad to get around the restriction that a model may only use one such power in a turn?
