The 'Ard boyz rules make no mention about needing a fully painted 3 color minimum army. So does that mean it allows non-painted figs to be used?! When this came up my only reply was, "I'm sure that GW has it as a universal rule?" Everyone paints kinda slow, so there is no requirement at tourneys there for paint. We had none of this at our tournament, because the players knew they couldn't use the models. Regionals was another matter entirely. Proxies, unbuilt models, from several people. We spent the first half hour walking around, explaining the obvious, and making people redo lists with legal models. Then we got to the last guy. He was actually building orks from two boxes he had bought that morning. The stuff he was playing round one with was bases, sometimes with legs glued on. And this was at the regional level, unbelievable. We put in a ringer for round 2, and had to disqualify him. Almost his entire army was proxy, or had no head/arms/weapons/wheels.

Just a couple personality conflicts between a couple players. So no proxies (though they go on to list what is allowed), but the grey army of unprimed/unpainted is fine.
