Would sisters of repentia work? Not robed but definately suit the cult look , just paint it in slanesh color , file off the inquisition markings.

I'd probably say that Chaos Marauders from WHFB would work well if you just gave them robes that went waist down, and possibly some different heads (As nothing screams Slaanesh like bare chests strapped with leather). Just pretend they're paint their skin peach instead of green and no one will even notice.

Plague monks are pretty cheap but need head swaps



Empire Flaggellents are fantastic but no women among them.



Dark Elfs, High Elfs and Wood Elfs have women and wear long cloaks or armor
