Another homebrew codex: public fluff brainstorm

Running hand-in-hand with the brainstorm thread for rules in '40K Proposed rules', this is where you can suggest ideas for my homebrew codex. I have two simple ideas for you.

1. A race of aliens with tremendous psychic capabilities and powerful enhanced soldiers. They see themselves as the arbiters of the galaxy, and have come from beyond the Halo Stars to set right the wrongs wrought by the other races. This was a task assigned to them by the Old Ones countless millennia ago. They are one of the few races who had achieved full sentience and established civilisation before the fall of the Old Ones. They seek to ensure balance in the galaxy, with every race fulfilling the role set for them by the Old Ones. All of them possess a connection to a collective psychic consciousness, although full psychic powers do not manifest themselves in every single one of them. Instead, those of them who become warriors use have their psychic subconscious focused to power their weapons and armour and form a telepathic connection with their comrades-in-arms.

2. Separatist humans who were exiled from the Imperium after the Horus Heresy for refusing to accept the Emperor as a God. They hold their own Domain near the edge of the Maelstrom. As they could not match the power of the Space Marines, they instead manufacture varying designs of exoskeleton which greatly enhances strength and reflexes. This is just as durable as power armour and cheaper to manufacture due to the lighter design. These humans have accepted that they could not possibly be part of the Imperium due to their past 'sins' as the Eccliesiarchy calls them. Instead they have built their own civilisation, and have settled for an uneasy peace with the Imperium. Trading is constant between the two factions, and as such they possess much of the other's non-military technology.

Vote! You have 7 days.

Re:Another homebrew codex: public fluff brainstorm

I didnt vote because i dont like either of them.

The first one sounds too much like an alien inquisition+DH and SoB. If their objective is to force every race to perform a task the old ones set them then you have to think of a task for each race (except Tau, Necrons, Demons, Nids and maybe even humans). The other problem is that the reason for the creation of most of these races was to be weapons, which they do quite admirably. Then you have to solve the problem of the orks, who are a mutation from the original beings created by the old ones. All in all the theme is to similar to something that exists already while forcing you to tie up and end much of the mystery that exists in 40K. Not a good combo if you ask me.

The second one dont make much sense either. Them being imperial seperatists is fine. Having a base near the maelstrom in the heart of imperial space (rather than IN the maelstrom, which is full of chaos marines) is risky business, them being heretics. Without the massive infastructure of the forgeworlds pumping out weapons and arms for them how are the able to create anything even close to a durable as power armour? The best you could probably do is something similar to carapace armour maybe with some extra bits mixed in (re-breathers, infa-red goggles, sealed against toxic aatmospheres, that sort of thing). It would be far cheaper in Power Armour to produce, but still massively expensive compared to flak armour.
Then comes the question of why the havent Ecclesiarchy declared a holy crusade on them and wiped them from the face of the galaxy. They have done a lot worse for a lot less. Out of the big three evils in the galaxy, the demon, the xenos and the heretic, they heretic is the most dangerous, which is why so much time and effort is spent removing them. There is no way that a group of seperatists, that close to the heart of the imperium would be allowed to get away with it. They would have to be far on the eastern fringe to escape unwanted attention.
