I don't think I want the arms too crazy to help with transporting and also because LOS/Range is measured from the end of the weapon and the arms will not be movable.

Also how do you do arc of fire on the arms. Do you ask your oppenent nicely to give you 180 degrees from on each side or something?

Right now I need to head to a craft store to try and find a suitable base. A pair of these bad boys in each arm/socket and you have transportation and mobility covered.

I recommend NOT basing him. You'll never get him into any ruins if you do. Trust me, in Apoc, Eldar Titans HAVE to move or they don't get the 2+ shield. You want to end your move in or behind a building, preferrably 'in'. If you get immobilized or a "can't move" result, you're dead meat unless you have a cover save.
