Running a 40K League? Comments and Suggestions, please?

Does anybody have any experience running a 40K league for their FLGS? I've been thinking about doing one here locally to try to drum up some support for the game, get people interested. We've had a league done in the store for the past few months, but the guy running the league has been less that reliable about getting things done right. It's been great for getting things started, in fact a couple of other leagues have also started as a result, but it's also been frustrating for a number of people as well. So there's been some talk about doing things a little differently, in such a way that it's clear to see what's going on. The store also has a forum, which makes communication a little easier, and the store owner has indicated that the next league will need a clear set of written guidelines to avoid any future complaints about the league.

Personally, my idea is to follow the existing format to some degree, and to make some modifications to avoid some of the problems that have cropped up.

1) The points total is going to be 1000 points. Right now we've got a lot of new players, so it makes sense to run things at a lowers point level to encourage people to join up, start new armies, try new things out.

2) Fixed races, flexible lists. You must play the same race for the entire league, you may switch lists between every game.

3) One match every two weeks, to be arranged between the two opponents. If you are unable to contact your opponent after several attempts during the two weeks, you win the match. If somebody is unavailable for two consecutive rounds, (one month), they will be dropped from the rotation, and the pairings will be adjusted.

4) Once everybody has signed up for the league, an email will be sent out with everybody's contact information. It is your responsibility to arrange the matches.

5) Scenarios may be anything that both people agree on. If you are unable to decide, pick a random one from the 40K rule book.

6) Once the game is over, you should post the results on the store forum, indicating a Win, Loss, or Draw. There will be a new thread for each round.

7) Every attempt will be made to avoid mirror matches (two armies of the same race facing each other). However, this may be unavoidable due to the nature of the armies that are entered into the league.

8) All the pairings will be posted after the end of the entry period for the league. These pairings will be determined at random the day after the end of league sign up, during normal store hours.

9) There will be 8 rounds, with the person who has the best record at the end of those rounds taking home the best prize, and so on. In the case of any ties there will be a play-off between the tied players.
