They also sent one out with the RTT package that you bought when you wanted to host a tourney. I got one when I did that RTT at Acme sooooo long ago.

While it isn't designed to necessarily cover the bases you're asking about, but it still functioned similarly. It tracked the date you entered, totaled everything and created pairings. The difference is that it paired the higher total tourney scores, then in descending order.

With a bit of tweaking, though, I'm sure you could set it up to fit your needs.
