This can be the officer's own squad if you wish. The chosen unit must then take a Leadership test to see if the order has been understood and acted upon."

Much like Vulkan, the text for orders encompasses a very broad range of units that includes allies. It's hardly game breaking (nor is Vulkan + Sisters to be quite honest).
2) Written to work in Apocalypse, the fun, wacky game this it is.
