You don't need russian for it.
The book is actually in german, but i think the russians added a lot to it and made communism ( as "envisioned" in the book ) into a reign of terror.

Some ideas just don't work.
Communism isn't seen as lone stat for tau, but part of their appearance to others.
- sway others to your system
-massive propaganda
-hidden capitalism
-no different thoughts allowed
-government is always right

could go on but i think you get the idea why Tau may have some similarities with "communist states".


But fine if you see them otherwise and include your take in your fluff.
