A. Yes he can.

However, I do not know which codex the OP is in reference to. But, there you go with a semi-official GW response to said question.

The Dark Angels Codex states that "any Scout may replace his bolter with a sniper rifle", while Codex: Ultramarines states "Any model may replace his boltgun with...".

I guess the confusion for the DA codex was whether the "Scout Sergeant" was the same as a "Scout". The issue doesn't occur in Codex: Ultramarines because GW (in an incredibly rare case of GW actually fixing something) cleaned up the wording.
