(please) GW puts together a lousy box set. You only get 4 lootas/burnas and then the fifth has to be a Mekboy. Similar to Kommando and Tankbusta boxes - you get a Nob in each one. Which also leaves you the IMPORTANT bits for 16 Burnas.
As has been said, get 4 extra loose Boyz bodies for eaxh Lootas/Burnas box you buy, and it'll make 4 Burnas.

IMO, GW lost out on that kit. They'll increase Boyz sales from people buying Boyz boxes for the bodies, but they could've sold more kits if they'd separated the Loota and Burna bits.

I'm okay with it, though. LOL
