28mm Imunda Campaign Idea Help

so, some people in my area really like INQ, but as usual, only a few of them have/have the cash to sink into the 54mm range, so the obvios solution is a good 28mm campaign. IN an attempt to get a good amount of players going in this, taking into consideration the normal raodblock that is life, im gonna run it something like this:

any player starts a warband, with X amount of XP to make a character or two. that player finds another player who fits into his schedule and plays a random scenario chosen by a Dsomething roll on a chart. the communication with the DM is paramount, i would be the DM and games would be arranged via text message. basiclly the two players meet up, one of them would text me, let ke know who is playing, they would roll on a chart to generate a scenario with game objectives and such, and they would play, texting me if anything odd came up.

anyone wanna lend a hand finding potnetial pitfalls in this or helping me flesh out the idea?
