The pew-pew factor.

Does anyone take units just for the sheer number of shots they can fire? I know Swooping Hawk exarchs have some neat tricks and a full Conscript Squad could do some real damage with the fire-by-ranks order, giving them a total of 90 shots at 12".

At the top of my list, however, is a Leman Russ squadron with three Punishers. That's three S5 Heavy 20 weapons. Did someone say DAKKADAKKADAKKADAKKA?

So, what do you use when you'd rather scream and fill the air with lead than just grab a plasmagun?

Rate of fire isn't everything in the current vehicle heavy environment. Sure, the value of AP (against infantry) has been reduced with the abundance of cover saves, which has made high rate of fire weaponry more powerful. Most of these multiple shot weapons have a low Strength though, so they are fairly useless against vehicles. That is exactly the problem with most of these units. Units that do have multiple high Strength shots are usually pretty strong (Lootas, Scatter Laser War Walkers).

Three punishers come in at 540 points, three hydras at 225. So that actually makes the hydras more impressive for the points.
Leman Russ Punishers are meh. I've used them and I haven't been impressed. Like others have said, you'll only hit with 10 shots on average and S5 AP- isn't so hot. About the only thing it's good for is slaying my friend's daemon prince. Guard has much better stuff for killing hordes in the elite (PBS S9 AP? is tasty), heavy support (pretty much any other LR variant) and fast attack slots (Valkyries and Hellhound/Banewolf are all nasty).

This being said, I wouldn't be opposed to rules for a Vulture fast skimmer with twin-linked punishers. I think that would be rather effective both at getting rear shots on things (okay so it's ap-, but still!) and potentially negating cover saves with more mobility. Sure having two separate cannons would be awesome, but the twin-linking would be nice since you could still fire 'one' weapon while moving 12" since you'd be fast.

DoW

I could have 30 shootaboyz with 3x big shootas for less than that! Not that I'm saying they are bad, just that for the points, there are indeed orks with more dakka. (neat thing about bikerboyz though, is that they are essentially shoota boyz and slugga boyz combined )

I think somone posted the 120 STR6 shot Eldar army

It was i think 3 squads of Warwalker w. Scatter Lasers, 3 9 man Squads of Warp Spiders. 1200 points minimum.

Someone posted the 45 - 135 shots with lootas

3 Battlewagons w/ 4 Rocket launches each 24

Then I think Fast Attack was Warbikes w/ Rockit launchas

It was some ridiculous volume of fire like 250 ST7/8 shots a turn though.
