Has anyone used this kind of primer?

I decided to try some different primer from my local game store. Its call "Board to Pieces". I don't know if I got a bad can or something, but it comes out extremely watery, and barely sticks to my models. Has anyone had any experience with this type of primer?

Consider yourself lucky for getting that kind of primer, not shaking it means it doesn't stick to models but when primer with talc is not shaken enough its blur the mini completely, if a primer can says shake it for 30 seconds, do it for a minute, if it says do it for a minute do it for 2 minutes, you can't "overshake" a primer but you can "undershake" it. If it simply doesn't stick to your figures no matter how long you shake it then it may be normal paint or a primer not meant for plastic.
