How do you get the Fire Prims Cannon to look so damn cool?

We cant figure out how to do it and have been looking for some help. I figured I would post here because I am sure someone here knows how. If someone could jut simply give me a link to a site that shows me how in detail that would be prefect. I will post some pics of our (mostly her) paint jobs. She paints all the Tanks and high detail guys she has the patience for it).

One tutorial says:
On a dark background, paint a line of hawk turquoise where the lightning stroke will be. Then highlight with progressively thinner strokes using: lightning blue, ice blue, and skull white.

Here's a pretty good quick tutorial on how to paint lightning in Gimp. Not model painting I know but still related:
