Lord commisars are only any good if you plan on having a massive blob of stubbon conscripts. Without a CCS you cant use orders as well, which can really swing games in your favour. You also loose a bit of firepower too.

Its a good idea to take special weapons on your line squads. Plasma guns go well with your lascannon, but grenade launchers arent too bad for their points.

Guard are terrible in combat and the odd power weapon here and there wont improve that. Spend the points on more guns.

Its not worth taking extra armour on any vehicle. It does basically nothing for its points.

Storm troopers arent too hot. AP3 guns are good, but not at S3 and not when they cost the same as a space marine. Veterans are better because they cost half the points and can take three melta guns.

Overall your list is a good start.

I would actually take Veterans in place of the Storm Troopers as I assume they are riding in the Vendetta. The Veterans will run you about 130 Points with Carapace Armor and 3 Meltas...however they don't see the same benefit as the hot shot Las Guns, which are pretty sweet so I'd try both out.

Extra Armor has is a personal choice really, many pass it up for the ability to buy other wargear, unless you want something for around 60 points more, which there are options, I would go with what you know.
