Why is it weird? The way I've seen it explained makes perfect sense:
If you take 10 orks, they will make a leadership test if 3 die. You fail this 50% of the time, and 105 pts of additional orks will run off the board.
If you take 5 orks, they will take a leadership test if 2 die. You fail this 50% of the, and 45 pts of additional orks will run off the board.

So, you take 1 group of 15 because at that point they need to kill 6 orks to even get you below fearless, and you take another group of 5 because it's not as big a threat and if they do allocate shots to it, it's not a big deal if they do end up running away.

I think it makes sense anyway.
