It's fluff related and based on the Ultramarines. Don't think you are "bound" to do it or suffer on painting comp. Some people stick to what's been done and generally accepted. Others do what they want. Personally, some of the coolest paint jobs that I've seen on Librarians paint only a part of the armor in this blue color (maybe, one arm?), leaving the rest in the original Chapter colors...
