Army-wide rule for CSM

I am trying to create an IC based on a DP for my Iron Warriors.

I dont want him to be too overpowered so his points will be around the 175 mark (DP + MoN + Wings + Warptime).

Now for friendly games i would like to give him a unique special rule:

"Siege Master" - While DP name> is alive, all Iron Warriors may re-roll weapon scatter dice. The re-roll must be accepted, even if it is worse than the original roll.

What points value would you add on for this rule? I'm thinkig somewhere around 50 points, which would take him up to 225 points.

Too much? Not enough?

Difficult one that. You're basically changing all the blasts to hitting on 3s rather than 5s.

When you say 'Iron Warriors' do you mean chaos space marine units designated IW, non-dedicated troops (i.e chosen included but not, say, plague marines) or everything in the Iron Warriors army?

If just CSM, it only effects frag missiles so 50 pts is a bit much. I assume, therefore, you intend to use it on everything, making it really exploitable.

6 oblits, 1 Defiler, 3 dreads with plasma cannons, noise marines - Nasty.

50 points sounds about right for friendly games. Maybe a bit much if you don't go overboard on the blasts.

i was thinking of it being an army-wide thgin so ti woudl apply to all units. But thinking about it, it wuodl make sense to exclude the "cult" units as they have their minds on other things (blood/sorcery etc).

So bacially:

CSM/Chosen/Havocs: missile Launchers
Defilers
Vindicators
'Blitz (plasma cannons)
Dreads (Plasma Cannons)

i think it is quite fitting for the Iron Warriors legion. The only other thing i coudl think of that might fit is Tank Hunters. I have play tested the re-roll ruel and it's not actually that game breaking. it is always tempting to re-roll that artial hit and quite often you end up scattering even further away.
