That's the glow in the dark stuff they used for clock dials e.t.c. Which as ,you know, is kind of light green. Scatter a few barrels around the bases with radioactive waste seeping out and radiation warning signs. You could even paint them with glow in the dark paint but that would only show up in the dark. Its a interesting problem , light source painting? LEDs inside models. If you want a more cartoony look use scorpian green instead of green ink.
