I play mostly against Tau so they frequently get Railgunned turn 1 (2 if i play cagey from the start)

The only upgrade I would consider putting on a rhino would be a Havok launcher, depending on which squads rhino it is, the zerker or other CC unit rhinos will be either cruising, stunned, or dead in which case they aren't shooting, while a rhino you buy for a squad hanging back could easily make up the 15 points a havok launcher costs hitting clusters or enemies.

For Rhinos i woudl oly go with EA if you have the spare points. Otherwise keep them cheap and pop smoke. The main prupose for them is to sprint across the board and deliver their troops.
