To be fair, various different colours are good for washing/shading. It depends on the selection of colours you want to work on top of and how soft you want the finish.

The paynes grey color works really well for shadows, being more a blue gray than a plain gray. It can give good results quickly. Particularly useful if you are tying to gets lots painted to a decent standard quickly. For large flat areas (cloth and such) is good to use the flow aid too. For quick shadows the stuff is fine on its own.
