I think its possible that its just something someone said in a thread and got repeated, and then blown out of proportion to full rumour status. (Notice the e on the end..) WHFB almost needs is a dedicated Necromancer's army book. In the new VC book, Necromancers got reduced to low level lackey status. Nagash and Heinrich Kemmler don't really fit in there anymore. They really don't operate like Tomb Kings either.
