The simple version if that PP has different plastic than GW, almost more like resin. Plastic glue will not work on it, but superglue works Incredibly well on it. It is a harder materials, and take more effort to cut or work on it, but it will also bend further before it breaks. As for the kits themselves, they are indeed made in China, and the quality control is not the best and some bad ones get thru. I myself have never gotten a bad one, and I am unaware of anyone at my FLGS getting a bad one.
