I've tried bending some strands in half, then using regular white glue to glue the joint to the base. But when the glue dried it was clearly visible as an opaque gluey lump.

Then I tried thinning the glue first with water but then the grass soaked it up and all the strands stuck together.

for just a few blades, use a little putty on the base so there's something to push the ends into. Just a thin layer will double the surface area of the grass to give a better bond with the glue.

For denser clumps, use an elastic band or some-such to hold the strands together into a clump the size, flatten one end (like they did with hale bales all those years ago) and stick the whole bundle down. When it's dry trim it to the length you want.
