Powdery spray on primer

I just used black primer for the first time. When I finished spraying on the primer I realized that the models had a sort of powdery consistency and even when dry they the primer still comes off a bit if you rub the model with your finger. Did I do something wrong?

You might have been spraying too far away from the models. How far were you holding the can from them?

To a degree, it will rub off on your finger. That's what allows the paint to adhere to the primer.

If there's a real noticeable texture and they look really dusty, then that's an issue with the primer or the weather conditions you sprayed in. The most common problem is spraying with high humidity.

You probably held the can too far away from the model, this means the paint is drying before it lands on the figure. If you hold the can too close the paint doesn't dry on impact and begins to run. So there's a middle ground you need to find. It's usually a distance of about 12-18" depending on temperature and humidity. Experimentation and experience will help - good luck!

If your models look like the tiny flocked figurine animals on keychains, that's almost definitely due to humidity. I did 36 termagants that way, unfortunately.
